Principal Systems Engineer


L-3 Command & Control Systems and Software (L-3 C2S2) has immediate openings for Principal Systems Engineers on the Veterans Benefits Management System (VBMS) program.  The VBMS program is a multi-year effort to transition the current paper-based veterans claims process to a paperless solution which will reduce the average time for veteran benefits claim processing, reduce the number of claims in the VBA backlog, and automate claims tracking.  The program will include Service Oriented Architecture (SOA), user interface, communications, database and security software development. This development program follows an agile development life cycle to rapidly deliver solutions and employs scrum teams equipped with current state of the art technologies, processes and development environments.

 

The qualifying developer will be responsible for:

  • Generates and reviews system documentation to include system design documents, test and use cases, and system requirements documentation
  • Interfacing with the user(s) and sponsor(s) and all other stakeholders in order to determine their (evolving) needs.
  • Generating the highest level of system requirements, based on the user's needs and other constraints such as cost and schedule.
  • Ensuring that this set of high level requirements is consistent, complete, correct, and operationally defined.
  • Performing cost-benefit analyses to determine whether requirements are best met by manual, software, or hardware functions; making maximum use of commercial off-the-shelf or already developed components.
  • Partitioning large systems into (successive layers of) subsystems and components each of which can be handled by a single engineer or team of engineers or subordinate architect.
  • Evaluating and documenting SOA governance and best practices for Web Service development.
  • Managing business asset such as XSD's, WSDL, process definitions, XSLT etc, design time UDDI, and policy management
  • Interfacing with the design and implementation engineers, so that any problems arising during design or implementation can be resolved in accordance with the fundamental architectural concepts, and user needs and constraints.
  • Generating a set of acceptance test requirements, together with the designers, test engineers, and the users.
  • Generating products such as sketches, models, an early user guide, and prototypes to keep the user and the engineers constantly up to date and in agreement on the system to be provided as it is evolving.
  • Ensuring that all architectural products and products with architectural input are maintained in the most current state and never allowed to become obsolete.
  • Performing software analysis, code analysis, requirements analysis, software review, identification of code metrics, system risk analysis, software reliability analysis
  • Evaluating and identify new technologies for implementation
  • Designing user interaction models, workflows and user interfaces
  • Integrating internal and external product design into a cohesive user experience
  • Translating usability and field research findings into design improvements
  • Communicating conceptual ideas and design rationale through various medium and diverse settings.


Qualifications


  • Bachelors degree from an accredited program in an Engineering field or Computer Science is required.
  • A minimum of 8 years experience
  • Excellent communication (written and verbal) with a focus on interpersonal and team participation.
  • Ability to handle multiple competing priorities in a fast-paced environment
  • Strong knowledge of modern design patterns and architectural paradigms, refactoring and loosely coupled and abstracted software elements
  • Experience in Agile and Scrum development methodologies.
  • In depth understanding of Service Oriented Architecture (SOA)
  • Web service design, testing and implementation
  • Java, Spring, J2EE, BEA Web Logic Tuxedo, Oracle 11g,
  • J2EE - EJB, JMS, JCA, JTA, JDBC, Persistence/Hibernate, HTTP/SOAP, XSD, JAXB, and XSLT
  • WebLogic - JMS, EJB, and Web Services
  • Working understanding of both Windows and UNIX/Linux OS server platforms
  • Knowledge of Web Services Interoperability, WS-* standards and ability to suggest, criticize and formulate solutions in multi-vendor architectural meetings.
  • Ability to adapt to new development environments, changing business requirements, and learning new systems is highly desired
  • Experience in architecting large scale enterprise applications
  • Operations and System Management knowledge: capacity planning, defining metrics, defining how to collect performance metrics and designing approaches to measuring business KPI's
  • Designed and built concurrent, high throughput web services based on deep understanding of the performance impacts of alternative threading architectures including thread per connection and event-based mechanisms
  • Understanding of synchronous / asynchronous communication patterns and problem solving abilities w.r.t. message sequencing, correlation and queuing
  • Knowledge of SOA design patterns for building middleware systems ground up using message routing, content enrichment, message filtering, message transformation, guaranteed delivery, message sequencing, batch message processing, error handling and reconciliation mechanisms
