The Network Provisioner is the focal point for all internal and external orders required to maintain the network. This position requires the ability to work independently with a high level of accuracy and attention to details. A strong understanding of TBS and LEC order processing systems / requirements are required along with the ability to multi task. Knowledge of Xpercom / Granite is also required.
Responsibilities include, the establishment of capacity between LEC Wire Centers and the TelePacific Network. Establishment and or the augmentation of internal capacity within the network between two or more points. Maintaining physical route diversity for all critical circuits such as A-Links, E911, Trunking, Message Links and Speech Links.
The Network Provisioner is responsible to create orders within TBS, design the path of the circuit and assign all associated tasks. Internal and External orders consist of DS0 "trunks", DS1's, DS3's.

JOB REQUIREMENTS:
Education and Experience:
NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES
The Network Provisioner must be familiar with digital transmission facilities design and functional operation; have a working knowledge of IP, and Trunks; possess a good understanding of local and long distance switched networks. Basic understanding of DCS, digital multiplexers, and DSLAMs, as well as Class V digital switches, ATM switches, and VoIP Gateways is desired. Experience with functional applications employing routers, hubbing arrangements, and SONET technology. Strong communication skills necessary to assist in negotiations with LECs and IXCs concerning engineering and design specification interface formats for information exchange. Should possess the ability to identify problems and inefficiencies in processes and independently develop solutions and improvement. The Network Provisioner will need to be highly computer literate, with the ability to utilize Microsoft Office, Outlook, Visio, MetaSolv TBS, and Granite Xng, as well as all ILEC and IXC electronic ordering systems and various internal web-based systems.

ESSENTIAL DUTIES AND RESPONSIBILITIES
- Ability to create orders in TBS, new, change, records only, and disconnect for all circuit types including, trunking "LD, 8YY, E911, CLEC, Inter LATA", DS1, DS3
- Must be able to design circuits between their A and Z locations.
- Must be able to assign a DS3 to either a "UPSR" or "BLSR" SONET system paying attention to the Low Speed and High Speed assignments.
- Design circuits with route diversity as required.
- Monitor capacity on facility DS3s and SONET systems, update engineering and capacity planning as required.
- Proficient with LEC ASR's for all circuit types.
- Ability to assign to switch ports on the DMS500, LCS, Metaswitch and Routers.
- Possess the ability to groom circuits from one SONET system to another, or from DACS to DACS.
- Must be able to multi task due to the variety of orders received.
- Multifunctional training in TBS, Xpercom, TPSQL and TPFX is required.
PERIPHERAL DUTIES
- Using LATTIS and other tools, price out the cost of circuits. This includes off net (LEC circuits) and on-net (Internal circuits).
- When creating circuit designs in TBS, inform Capacity Planning or the SONET Engineering team of any capacity or audit needs identified.
- Provide support to Marketing and Customer Provisioning for essential services accounts. Confirm whether physical route diversity is available.
- Update records in TPFX as required.
JOB REQUIREMENTS:
Education and Experience:
- Graduation from an accredited four-year college or university (N/A)
- (3+) years of experience in circuit design and network provisioning desired.
- Any equivalent combination of education and experience. (N/A)
