The City of Eugene Information Services is seeking a full-time, experienced IT professional to assist in the implementation of enterprise-level Commercial Off-The-Shelf (COTS) systems related to public safety. The COTS Implementation Analyst will initially serve as the overall Project Manager for the Fire & EMS Department*s implementation of Firehouse Records Management.
The successful candidate for this position will demonstrate: Strong project management skills Excellent communication skills Ability to implement, modify and support vendor supplied software solutions Ability to successfully lead teams of technical and business users Strong business analysis skills including process flows and requirements gathering/analysis Ability to work collaboratively with all project stakeholders, including business/subject matter experts, technical (developers, network architects, database administrators etc.) and management. Strong knowledge of databases, data conversion, network and security architecture, application development, and system integration technologies. Understanding of the technology requirements of Software as a Service (SaaS) or Cloud-based application systems The COTS Software Implementation Analyst serves as a member of the Department Applications Team (DAT), which provides a variety of professional and technical support activities for City departments.
The Fire & EMS Department will begin implementing a new Records Management System (RMS) that will integrate with or replace many existing subsidiary systems. Following the Fire RMS, the Police Department will implement a Law Enforcement RMS and Computer Aided Dispatch (CAD) system.
The COTS Software Implementation Analyst will serve as a primary resource during these large-scale implementations, including as the Fire RMS Project Manager.

MINIMUM QUALIFICATIONS
Must Pass Police Background Check
Experience: Three years of progressively responsible experience in COTS lifecycle, including software selection, implementation, upgrades and support, project management; leading teams of end-users and technical staff; solving business problems; technical troubleshooting. ** Five years of progressively responsible experience is preferred.
Training: Requires a Bachelor's degree from an accredited college or university in Computer and Information Science, Information Technology, Management Information Systems, Business, or a closely related field.
Other combinations of experience and education that meet the minimum qualifications may be substituted.
