Job Description:



The Technical Subcontract Manager (TSM) position is a key role within the Raytheon IIS Engineering organization. This requisition is for an individual with an extensive technical background in space and ground-based systems and a minimum of 10 years of experience managing the technical scope, cost and schedule of subcontractor(s) on DOD programs or equivalent customer. The TSM is responsible for communicating technical direction to establish and maintain the technical baseline. The TSM provides oversight of the subcontractor design and development activities to ensure that the requirements baseline is established and maintained, to ensure that the requirements are decomposed and allocated appropriately to architectural entities and subcontractor development activities provide system closure. The TSM serves as the focal point and primary technical interface to the program team relative to subcontractor technical efforts. This position is located in San Jose, California.





- Responsibilities:

- Serve as the single point of contact that owns the technical content of the subcontract, spanning hardware, software and systems

- Provide technical oversight, ensuring technical integrity and maintaining technical alignment between subcontractor and program throughout the life of the program

- Provide technical direction of the SSOW, the technical development activities, integration, installation and delivery

- Manage changes to the SSOW and SDRL

- Monitor and manage subcontractor technical performance, quality and coordinate corrective actions

- Monitor and manage key subcontractor processes and work products

- Manage Subcontract contractual requirements and monitoring subcontractor cost

- Resolve technical issues and barriers between subcontractor and program

- Conduct subcontractor evaluations and necessary reports

- Review and monitor subcontractor technical plans

- Provide subcontractor status, monitoring reports and taking corrective action when necessary

- Monitor Subcontractor Technical design reviews

- Support the identification and mitigation of subcontract risks

- Support development of subcontractor schedule requirements

- Review, comment and approve on subcontract deliverables

- Perform EV assessments and associated investigations

- Coordinate and support technical input for monthly subcontract evaluations

- Coordinate product acceptance and ensure contractual technical compliance

- Support the development and evaluation of subcontractor cost proposal inputs



Required Skills:

- 10 years experience in technical subcontract management of DOD development programs or equivalent

- 10 years experience as technical lead of major/complex development for space and ground-based systems

- A minimum of 12 years technical knowledge experience in hardware development, firmware/FPGA design, development, and integration/test

- Experience in Statement of Work (SOW) maintainance

- Extensive knowledge of EVMS

- Extensive knowledge of Risk and Opportunity Management Processes

- Extensive knowledge of Systems/Software Engineering processes

- Knowledge of Programmatic Processes

- Ability to establish and maintain effective communication with Procurement Specialists, Contract Administrators, Management, and Business Area personnel

- Ability to establish and nurture vendor and customer relationships

- Strong communication and presentation skills

- Thorough knowledge of program and technical management to oversee the subcontract technical activities and to work with senior program management

- Existing TS/SCI clearance



Desired Skills:



- 15 years experience as technical lead of major/complex development for space and ground-based systems

- Experience in program phases from proposal to award to development to implementation



Required Education (including Major): BS in Computer Science, Engineering, Math, Physics or related Engineering field.
