Eh, some of these postings are actually fair.
PC tech/helpdesk jobs that require minimal experience (1-3 years is nothing) and easy certifications like A+ aren't really more deserving than $12/hour or so.
I mean, what do you want them to pay you? If they start you out at $20 you will never get a raise, that is already too much for such a job, if you start at $12, you'll probably be at $17-18 or so after 3 years.
It does suck that alot of those positions are contract and there is pretty much no growth opportunities or even job security, and that is a different story.
A good chunk of a person's salary is Dependant on tenure, remember that, if there is a janitor making $15/hour it's because he'd worked there for a very long time, he's not getting more than minimum wage as a brand new worker.

Makes sense
Go to college for 4 years to get a job paying $12 an hour.

Construction workers on govt. projects start off at $25 an hour and don't even have to graduate from high school.
You don't get pay raises any more an likely to be at $12 an hour after 3 years on the job.

A janitor that works for the city or the school district make's a living wage around 50k a year + ot as required.
If you look at how far a dollar goes these days adjusted with the various bs it's prob worth around 25 cents so the min wage rounding it up to $8 in reality is around $2 an hour.
If you can pay someone to do any kind of tech work even $20 an hour you don't need H1's etc because the cost of bringing him over here orienting him to the various changes from his natural environment are too great so in the end even if he is capable technically, culturally linguistically he's far behind, also just because the H1 might be tempted to bear all the miseries (low pay disconnect from his family, friends) for the carrot thats put in front of him which happens to be a green card
So to take away that carrot ! there should be an amendment to the law requiring that cheap foreign labor after completing their contracts remain true to their original intention which is temp hired help and go back top wherever they came from because if an employer hires and cant seem to find a native here during the entire duration of the H1 contract it never will.

Actually the average construction job doesn't pay anywhere near $25. As for raises, you wouldn't know, it's asinine for you to assume no company out there provides raises "anymore."

Yeah, the top 0.1% of janitor may make that, the rest don't make half.

Actually, it does.
If you are on a govt. job with "prevailing wages" then it is likely to be more.
If you don't go to college but instead go to trade school then you are likely looking at $40+ an hour with full benefits as a union carpenter, plumber, electrician, HVAC etc.

Actually, I do.
At least to the limited extent of knowing some HR people who are telling me that raises no longer exist for tenure anymore.

I guess it depends on the overall health of the company in question. I am aware of more companies than not that ARE continuing to give out Annual Raises (in conjunction with Annual Reviews), and Holiday Bonuses, as well.
The company I work for has continued to do so every year since I started here (more than five years ago), and they just announced another Holiday Bonus coming up (ranging from $1,500 for lower-level Administrative personnel to between $5,000 to $10,000 for tenured personnel, both Sales and Admin).
Because of the current Market and Economy, the Annual Raises HAVE been reduced a bit, but those also typically range from 3 - 8% (the higher the Base Salary, the lower the percentage).
Others that I know within the industry and other Recruiters I speak with (Corporate, not Agency) generally indicate that Bonuses and Raises are still the norm for the majority, but there are some exceptions. I guess it all depends on who you know and whom you speak with, but since you admitted that it was a "limited extent of knowing some HR people", you must have spoken to the minority...

A garbage collector in Chicago makes 65 to 80000, Dept of Sanitation NY garbage men 80k + OT smaller cities they get around 40k. In my building the super gets free housing 1 bedroom apartment worth $1600 + salary $1000 weekly plus 1 rent whenever he shows someone a vacant apartment in the building and he's got 4 assistant's helping with maintaining the building they make around $800 a week but they dont get free housing
If your a handyman and can get a gig as a super your set for life job security free housing no hassles

My limited sample size leads me to believe the converse. Most companies have pretty much frozen raises and bonuses with the attitude "Be grateful you have a job"

...OK, then we agree to disagree. But again, with your admitted "limited sample size", you cannot honestly say that all employers are the same, only that those you spoke to are having those issues.
Conversely, my "limited sample size" leads me to believe what I had described.
Apparently, the Bay Area is different than the Valley of the Sun, but that also means that each Metro-area can be different, as well.
Let's just admit that there is no blanket-policy - neither you nor I can say that what we have seen and/or experienced necessarily applies to the viewers' local metro area.
But, again, in the local Phx area, the consensus is that Bonuses and Annual raises ARE occurring...

HOAPres, I am also on my HOA board. I used to be the pres, now I'm the vice-pres (thank goodness).
Anyway, like you, I am very well aware of what licensed contractors can earn. If you want to make over $50 an hour, mend fences, don't go into IT.

Here is a .NET , C#, Oracle "Wall Street" programming job for $10 an hour.
In New York, this kind of pay would rent you a cardboard box to live in, hopefully over a subway grating for warmth.
